Terms of Reference Completed

The Source Protection Committee's first task was to develop its own Terms of Reference.  The Terms of Reference outlines all the steps to be taken to develop a plan to protect drinking water sources.  The five Terms of References (one for each Source Protection Area) were submitted for approval to the Minister of Environment and were approved early 2009.

What is a Terms of Reference?

The Terms of Reference is a document which outlines the work that needs to be undertaken to complete the assessment report and the source protection plan. While preparing the Terms of Reference, the Source Protection Committee worked with Source Protection Authorities and municipalities to ensure all parties understand the nature and scope of the tasks that they have been assigned in the Terms of Reference.
There are several major elements which were considered when completing the Terms of Reference:

  • The drinking water systems that are included in the assessment report;
  • The most appropriate lead(s) to undertake the task;
  • Timelines and budgets;
  • Work already done that may be used to fulfill components of the assessment report and the source protection plan; and
  • Matters that may affect other source protection committees.


The Terms of Reference is a work plan that outlines the proposed work program.  It estimates costs and timelines to undertake the necessary studies and develop a plan to protect the sources of drinking water supplies in the Trent River watershed and some nearby watersheds that flow into Lake Ontario and the Bay of Quinte. The Source Protection Plan has the potential to affect municipalities, conservation authorities and watershed residents/business owners.
